ILIAS 7 upgrade problems

After the upgrade from ILIAS 6.6 to 7.0 and 7.1 there were various problems:

• WIKI page editor did not work
• Various admin links such as Content Editor led to errors
• Solution was in the new terminal CLI reload-control-structure

Furthermore, as of 7.1, the following must be noted in /usr/local/etc/php/conf.d/ilias.ini

• increase php memory limit to 1GB minimum
